Özet
1945 yılında kurulan Birleşmiş Milletler örgütü engelli bireylerin kamusal hizmetlere erişimi konusundaki ilk düzenle- mesini 1982 yılında kabul etmiş olduğu Engelliler İçin Dünya Eylem Programı’nda yapmıştır. Bu alandaki en önemli düzenlemeyi ise 2006 yılında kabul ettiği Engelli Hakları Sözleşmesi’nde yapmıştır. Bu çalışmada, Birleşmiş Milletler örgütünün engelli bireylerin kamusal hizmetlere erişimi konusunda yapmış olduğu düzenlemeler ve Engelli Hakları Komitesi’nin bu alanda vermiş olduğu kararlar incelenmiştir.
The United Nations which was established in 1945 adopted the first regulation in 1982 that is called World Programme of Action Concerning Disabled Persons on the public services accessibility for disabled persons. The most important regulation in this field has been made in the Convention on the Rights of Persons with Disabilities which was adopted in 2006. In this study, the regulations made by the United Nations organization on the accessibility of disabled persons to public services and the decisions taken by the Committee on the Rights of Persons with Disabilities in this field have been reviewed.
