dc.description.abstractXIX. yüzyılın ikinci yarısı Osmanlı Devleti’nin siyasî, askerî, idarî, ekonomik ve sosyal alanda birçok sorunla karşı karşıya kaldığı dönem olmuştur. Bu dönemde mezkûr alanlardaki sorunların halledilmesi için devlet adamları ve önemli şahsiyetler tarafından çözüm önerilerinin bulunduğu lâyiha ve/veya tâlimat hazırlanarak Sultan II. Abdülhamid’e sunulmuştur. Bu lâyiha ve tâlimatlardan birini de Bursa Vali Muavini Yusuf Bahaeddin hazırlamıştır. Yusuf Bahaeddin, Anadolu’daki ziyareti esnasında halkın eğitime olan ilgisizliğini görmüştür. Halkın bu kötü durumdan kurtulması amacıyla Anadolu’nun her yerinde temel eğitim kurumlarının yaygınlaştırılması ve daha önce açılan ibtidâî mekteplerin de ıslah edilmesi gerektiğini düşünmüştür. İbtidâî mekteplerin yaygınlaştırılması ve mevcut mekteplerin ıslahı için Yusuf Bahaeddin tarafından hazırlanan lâyiha; mukaddime, ibtidâî mekteplerin yapımı ve mekteplerdeki eğitim-öğretim usulü, maârif gelirleri ve maârif komisyonu başlıklarından oluşmuştur. Tâlimat ise muallimlerin, müfettişlerin, bevvapların, sınıf başlarının, talebelerin vazifelerinden ve talebelere verilen ödül ve ceza konularından ayrıca mekteplerin genel yapısından meydana gelmiştir. Bu çalışmada lâyiha ve tâlimatta tespit edilen konular değerlendirilerek dikkate sunulmaya çalışılmıştır.en_US
dc.description.abstractXIX. The second half of the century was the period when the Ottoman Empire faced many problems in the political, military, administrative, economic and social fields. In this period, a statement and/or instruction was prepared by statesmen and important personalities in order to solve the problems in the aforementioned areas and Sultan II. It was presented to Abdulhamid. One of these statements and instructions was prepared by Bursa Deputy Governor Yusuf Bahaeddin. During her visit to Anatolia, Yusuf Bahaeddin saw the indifference and ignorance of the people in education. In order to get rid of this bad situation, she thought that basic education institutions should be expanded all over Anatolia and the primary schools that were opened before should be reformed. Report prepared by Yusuf Bahaeddin for the dissemination of primary schools and the improvement of existing schools; It consisted of the titles of introduction, construction of primary schools and educationteaching method in schools, education revenues and education commission. The instruction, on the other hand, consisted of the duties of teachers, inspectors, teachers, class heads, students, the rewards and punishments given to students, and the general structure of the schools. In this study, the issues identified in the report and the instruction were evaluated and tried to be brought into consideration.en_US
