Özet
Bu çalışmada çocuk haklarının yerel yönetimlerdeki mali yansımaları bütçe temelinde incelenmiştir. Çocukların gelişiminin sağlıklı olmasının ülkelerin gelişimi üzerinde de oldukça büyük bir katkısı olduğu düşünüldüğünde kamu hizmetlerinin çocuklara duyarlı bir yaklaşım geliştirmesi ülkelerin geleceği açısından pek çok pozitif dışsallığı bünyesinde bulundurmaktadır. Dolaayısıyla bu gelişimin sağlanması öncelikle politil bir irade sonrasında kaynak gereksinimi gerektirmektedir. Yasal metinlerde verilen taahhütlerin, mali yol haritaları olan bütçelere yansıması hiç kuşkusuz çocuk haklarının hayata geçmesi bakımından bir mihenk taşıdır. Bu çalışmada, yerel yönetimlerin sorunları daha net tespit edebileceği gerçeğinden hareketle çocuk hakları Ankara Büyükşehir Belediyesi bütçe belgeleri ışığında incelenmiştir. Bütçe belgelerine göre çocuk hakları gözetilerek politika belgelerine dahil edilmiş ve bütçede pay ayrılmıştır. Buradaki temel problem harcamaların bütçe sistemi gereği net olarak izlenememesidir. Bütçede çocuklara yönelik payların artırılarak, vatandaş bütçe benzeri dokümanlarla yapılan harcamaların gösterilmesi gerekmektedir.
The financial reflections of children's rights in local governments were explored using the budget in this study. Given that children's healthy development contributes significantly to the growth of countries, the establishment of a child-sensitive strategy by public services has many beneficial externalities for countries' future. As a result, accomplishing this progress requires both political will and financial resources. The reflection of legal commitments on budgets, which are financial road maps, is without a doubt a cornerstone for the fulfilment of children's rights. Children's rights are analyzed in this study in light of Ankara Metropolitan Municipality budget documents, considering local governments can identify concerns more clearly. Children's rights, according to budget papers, were incorporated in policy documents and a financial allocation was made. The fundamental issue here is that the budget structure makes it difficult to track expenses. It is required to demonstrate expenditures made using documentation similar to the citizen budget by raising the budget's portions for children.
