dc.description.abstractCovid-19 pandemisi ortaya çıktığı andan itibaren birçok sorunu beraberinde getirmiştir. Bu sorunlara yönelik en büyük eleştirilerden biri de neoliberal politikalara sahip devletlerin uyguladıkları kamu politikaları olmuştur. Özellikle 1980’lerde Amerika ve İngiltere’de iktidara gelen neoliberal hükümetler; kamu yararını önceleyen politikalardan vazgeçtiklerini, serbest piyasa mekanizmasına geçiş yaptıklarını, minimum devlet anlayışını benimsediklerini açıklamışlardır. Bundan dolayı neoliberal hükümetler; toplumun zayıf kesimlerini koruyan, sosyal eşitliği sağlayan, piyasaya müdahale eden, mal ve hizmetleri sunan devletin hantal ve güçsüz olduğunu ileri sürmüşlerdir. Bu iddiaların Covid-19 pandemisiyle zayıf kaldığı ve böylelikle devletin korumacı, düzenleyici ve müdahaleci özelliğine daha çok ihtiyaç duyulduğu görülmüştür. Bir başka deyişle Covid-19 pandemisi, neoliberal sistemin kapsayıcılıktan yoksun, vatandaşlara müşteri gözüyle bakan ve devlete biçilen rolü minimal bir alana hapseden anlayışın ciddi manada eleştirilmesine yol açmıştır. Ulus devlet paradigmasına geri dönüş, neoliberal sistemin kriz zamanlarında meydana getirdiği habis sorunlara bir çözüm iddiası taşımıştır. Çalışma bu kapsamdan hareketle neoliberal politikaların eleştirisini ve ulus devletin gerekliliği fikrini ele almaktadır.en_US
dc.description.abstractFrom the moment it emerged, the Covid-19 pandemic has caused many problems. One of the biggest criticisms towards these problems has been the public policies implemented by states with neoliberal policies. Especially in the 1980s, the neoliberal governments that came to power in the United States and England announced that they abandoned the policies that prioritized the public interest, switched to the free market mechanism and adopted the minimum state approach. Therefore, neoliberal governments have argued that the state mechanism that protects the weaker sections of society, ensures social equality, intervenes in the market, and provides goods and services is cumbersome and weak. It has been observed that these claims have remained weak with the Covid19 pandemic. In other words, the Covid-19 pandemic has led to serious criticism of the neoliberal system’s approach that lacks inclusiveness, treats citizens as customers, and confines the role assigned to the state to a minimal area. The return to the nation-state paradigm claimed to be a solution to the malignant problems that the neoliberal system created in times of crisis. In this context, the study deals with the criticism of neoliberal policies and the idea of the necessity of the nation-state.en_US
