dc.description.abstractBu çalışmada Türkiye'deki başkanlık sistemi tartışmalarının gündeme geliş süreci, ABD Başkanlık Sistemi, Adalet ve Kalkınma Partisi'nin ilk defa gündeme getirdiği Türk Tipi başkanlık sistemi ve Partili Cumhurbaşkanlığı sistemi konularına değinilmiştir. Bu konular çerçevesinde başkanlık sisteminin; Türk Tipi başkanlık sistemi ve Partili Cumhurbaşkanlığı sistemi konuları; ülkenin istikrara kavuşması, yürütmenin hızlı ve etkin karar alabilmesi ve sistemin demokrasiye katkı sağlaması açılarından irdelenerek Türkiye için hangi modelin uygun olduğu amacına ulaşılmıştır. İlgili hükümet sistemleri karşılaştırmalı yöntemler analizi kullanılarak Türk Tipi başkanlık sisteminin Türk demokrasisine katkıda bulunduğu, yürütme organını istikrarlı bir yapıya kavuşturduğu ve yasama organını daha güçlü kıldığı bulguları elde edilmiştir. Elde edilen veriler ışığında Türk Tipi Başkanlık sistemine Temyiz Mahkemeleri üyelerinin Hakimler ve Savcılar Yüksek Kurulu üyeleri yerine milletin direkt olarak seçtiği yasama ve yürütme organlarının seçmesi önerisi getirilerek Türk Tipi Başkanlık sisteminin Türk demokrasisine büyük katkı sağlayacağı sonucuna ulaşılmıştır.en_US
dc.description.abstractIn this study, the discussions on the presidential system in Turkey were explaned about the agenda, the Presidential system, the Turkish Presidency system and the Partial Presidency system that the Justice and Development Party brought to the agenda for the first time. Within the framework of these issues; Turkish Type Presidency System and Partial Presidency System deal with the executive to make a quick and effective decision, the contribution of the system to democracy and which model is suitable for Turkey. Using comparative analysis of relevant government systems obtained finding that the Turkish Type of Presidency system contributed to Turkish democracy, a stable structure of the executive organ and a stronger legislative organ. In the result of the obtained data, the Turkish Type Presidency system was brought to the conclusion that the Turkish Type Presidency system would make a big contribution to Turkish democracy by bringing the proposal of the election of the legislative and executive bodies directly elected by the nation instead of members of the Supreme Court of Judges and Prosecutors.en_US
