dc.description.abstractHükümetler, toplumsal ihtiyaçların karşılanmasında birinci derecede sorumludurlar. Toplumların öncelikli ihtiyacı, eğitimle ilgili konularda kendini göstermektedir. Bu konular içerisinde, eğitimin niteliğinden birinci derecede sorumlu olan öğretmenlerle ilgili olanlarıdır. Öğretmenlik mesleği ile ilgili konuların, hükümet programlarında yer alma durumu büyük önem arz etmektedir. Türkiye’de Cumhuriyetin ilanından günümüzekadar kurulan hükümetlerin öğretmenlik mesleği ile ilgili politikaları, hazırladıkları programlarda yer almaktadır. Araştırmanın amacı, Cumhuriyetin ilanından günümüze kadar kurulan hükümetlerin programlarında yer alan öğretmenlik mesleği ile ilgili konuların neler olduğunu ortaya koymak ve hükümetlerin nicelik ve nitelik boyutları açısından değerlendirmektir. Nitel araştırma yöntemlerinden doküman incelemesi yoluyla, hükümetler ve programları ile ilgili belgeler incelenmiştir. Elde edilen veriler, analiz edilip değerlendirildikten sonra yorumlar yapılmış, ulaşılan sonuçlar doğrultusunda öneriler geliştirilmiştir. Hükümetlerin bir kısmının programının olmaması dikkat çekmekle beraber, programları olan hükümetlerin hepsinin öğretmenlik mesleği ile ilgili konulara yer vermiş olmaları önem arz etmektedir. Bu konuların, hükümetlerin nicelik ve nitelik boyutlarında farklılıklar göstermiş olması, öğretmenlik mesleği ile ilgiliyaklaşımlarda siyasetin etkili olduğu sonucunu ortaya koymuştur. Olması gereken durum ise öğretmenlik mesleğinin siyasetin dışında tutulması ve sürdürülebilir yaklaşımların izlenmesidir.en_US
dc.description.abstractGovernments are primarily responsible for meeting social needs. The main needs of the communities are manifested in educational issues. Among these are the ones related to teachers who are especially responsible for the quality of the education. It is very important that the issues related to the teaching profession are included in the government programs. Since the declaration of Republic in Turkey, governments’ policies about teaching profession are manifested in their programs. The aim of this study is to reveal what issues regarding teaching profession are addressed in government programs and to evaluate them in terms of the quantities and qualities of the governments beginning from the declaration of Republic until today. For this purpose documents related to governments and their programs are examined; the data are collected through document analysis. Upon analyzing and evaluating the obtained data, comments and implications are made based on the results. Although it is remarkable that some governments did not have any program, it is important that all governments with a program addressed to the issues regarding to the teaching profession. The varying differences in terms of quantity and quality among the governments revealed that politics is an effective factor for the approaches towards teaching profession. What needs to be done is to keep the teaching profession out of politics and to follow sustainable policies.en_US
