Özet
Sosyal Yardımlaşma ve Dayanışmayı Teşvik Fonu Birinci Turgut Özal Hükümeti (1983-1987) döneminde devletin
yoksullukla kapsamlı olarak mücadele etmesi için kurulmuştur. Fon o tarihten beri yoksullukla mücadelenin merkezinde yer
almış ve Özal sonrası bütün hükümetlerin istifade ettiği bir araç olmuştur. Ama bir o kadar da, üzerine inşa edilen yoksulluk
anlayışı nedeniyle eleştirilen bir yapıya sahiptir. Özellikle seçim dönemlerinde Fon kaynaklarının amaç dışı kullanıldığına dair
pek çok düşünce yazılı ve görsel basına yansımaktadır. Bu çalışma kurulduğu tarihten itibaren Türkiye’nin yoksulluk politikasını
yönlendiren ve yoksullukla mücadelenin temel yapı taşı olan Fon’un kuruluş gerekçelerini tespit etmeyi amaçlamaktadır. İlgili
yazın bağlamında Fon’un üç gerekçe ile kurulmuş olabileceği varsayımları ileri sürülmekte ve bu savlar bu alanda yazılan bazı
görüşler doğrultusunda temellendirilmeye çalışılmaktadır.
The Social Aid and Solidarity Promotion Fund was founded by the first Turgut Özal Government (1983-1987) to enable the state struggle with the poverty effectively. The Fund has been at the center of struggling with the poverty since then and also an instrument that used by the government after the Özal era. However, the fund has been subject to criticism due to the understanding of poverty on which it has been constructed. Particularly, during the elections a great deal of allegations have been reflected about the abuse of fund sources by the visual and written media. This study aims to focus on the foundation of fund, which shapes the poverty policy of Turkey and is the keystone for struggling with the poverty, and also on the views about its raison d’être. Given the relevant literature it is seen that the foundation and existence reasons for the fund can be analyzed under three topics.
