dc.description.abstractYasama, yürütme ve istisnai hallerde yargı erkinin de parlamentoda toplandığı hükümet sistemine Meclis Hükümeti sistemi denir. Genellikle İsviçre’de uygulanan hükümet sisteminin de Meclis Hükümeti sistemine benzerlik gösterdiği kabul edilmektedir. Ancak İsviçre Anayasası çerçevesindeki uygulamaya göre İsviçre Federal Parlamentosu, yürütme erkini kullanan Federal Konsey ve Federal Yargı Organlarını belirlese de bu erklerin parlamentoda toplandığı anlamına gelmez. Zira İsviçre, gerek sahip olduğu demokrasi ve yönetim anlayışı gerekse anayasal yetkilendirme ölçütleri bakımından erkler ayrılığını benimsemiş bir devlettir. Bu çalışmada İsviçre Devletinin erkler ayrılığına dayalı ama kendine özgü (sui generis) bir hükümet sistemine sahip olduğu ifade edilmeye çalışılmıştır.en_US
dc.description.abstractThe government system in which the legislative, executive and, in exceptional cases, the judiciary bodies are gathered in the parliament, is called the Parliamentary Government system. It is generally accepted that the government system applied in Switzerland, as well, is similar to the Parliamentary Government system. However, according to the practice within the framework of the Swiss Constitution, although the Swiss Federal Parliament determines the Federal Council and Federal Judiciary organs that use the executive power, this does not mean that these powers are gathered in the parliament. Because Switzerland is a state that has adopted the separation of powers in terms of both its understanding of democracy and administration and constitutional authorization criteria. In this study, it has been tried to express that the Swiss State has a sui generis government system based on the separation of powers.en_US
