| dc.description.abstract | Kamu yönetiminde bilgi iletişim teknolojilerinin kullanımının yaygınlaşması ile devlet, vatandaş ve özel ve kamu sektörleri arasında yeni bir bağ kurulmuş ve e-devlet kavramı ortaya çıkmıştır. Gelişen süreçte oluşan beklentilere cevap vermek adına yönetim sürecine bilişim teknolojileri de eklenerek, geleneksel devlet anlayışı e-devlet anlayışı ile harmanlanmıştır. Yaşanan bu değişim ve dönüşüm süreci; ülkemizin yönetim yapısının çağın gereklerine uygun bir şekle dönüşmesine ve geleneksel yapıya oranla daha şeffaf ve etkili bir yönetim yapısı ile uyum sağlamasına katkıda bulunmuştur. Çalışmamızda temel olarak, Türkiye'deki e-devlet çalışmaları kapsamında e-maliye ile Gelir idaresi Başkanlığı projeleri açıklanmıştır. Araştırmanın ilk bölümünde, devlet ve e-devlet kavramları genel bir çerçeve çizilerek anlatılmış ve elektronik devlet anlayışının geleneksel devlet anlayışına nasıl entegre edildiği açıklanmaya çalışılmıştır. E-devletin amaçları ve yararlarına değinildikten sonra e-devletin temel bileşenleri ve dünyada öncü ülkelerdeki e-devlet anlayışı ele alınmıştır. Sonraki bölümde ise devlet yönetimi içerisinde köklü bir değişimin simgesi olan e-devlet uygulamalarının ülkemizde kaydettiği aşama ve neticeleri incelenmiş ve Türkiye'de en çok kullanılan e-devlet uygulamaları ışığında örneklendirmeler yapılmıştır. Son bölümde ise yenilenme bakımından ülkemizde öncü bir konuma sahip olan Maliye Bakanlığı'nın e-devlet yolunda attığı adımlar neticesinde, Gelir İdaresi Başkanlığı'na ait projeler incelenmiş ve Maliye Bakanlığı odaklı bir bakış açısıyla uygulamalar değerlendirilerek dönüşümün hangi aşamada olduğu belirlenmeye çalışılmıştır. | |
| dc.description.abstract | With the widespread use of information and communication technologies in public administration, a new connection has established between the Government, the private , public sectors ,citizens and a new e-Government concept has emerged. The developing process of Information Technologies in the management process to respond to the expectations of the addition, the traditional state understanding has been blended with the concept of e-Government . This process of change and transformation of the country into a shape that conforms to the requirements of the age of the administrative and management structure are more transparent and effective than the conventional structure. In our study, mainly, e-finance and projects are described in the light of e-Goverment studies in Turkey. In the first part of the research, government and e-Government by drawing a general outline of the concepts are explained, and the understanding of electronic government has been explained on how the state is integrated with the traditional understanding. After that, E-Government has been mentioned in the purposes and benefits of e-Government of the leading countries in the world and the basic components of the e-Government concept is discussed. In the next section, a fundamental change in the State Administration which is the symbol of e-Government applications in Turkey are examined and the results of its progress in our country is assessed with governmantal examples. In the last part, due to the steps taken by the Ministry of Finance, which has a pioneering position in terms of renewal in the country, the projects belonging to the Revenue Administration are examined and the applications are evaluated with a view focused on Ministry of Finance. | |
