dc.description.abstractThe modern educational activities carried out in Bitlis, one of the important provinces of the Ottoman Empirein Eastern Anatolia, were extensively began during the period of Sultan Abdulhamid II. During this period, within thescope of the Anatolian reform project implemented in the Eastern provinces, it was possible to open and spread modern educational institutions such as ibtidai and rüşdiye schools in Bitlis province. The educational reform initiated byAbdulhamid II in the region was intended to continue in the early years of the II. Constitutional Monarchy.When İsmail Hakkı was appointed as the Deputy Governor of Bitlis province at the beginning of the II.Constitutional Monarchy Period, he prepared a comprehensive report on the educational status of the province at thattime. In the report; on the one hand, the importance of basic education for a nation is emphasized, on the other handthe physical status of the schools in Bitlis province, education structure and the availability of teachers are explainedin detail. In addition, the places where the most needed primary schools will be opened within the province were stated and the Ministry of Education was asked to support the expenses of these schools. The report also requested theopening of a high school school in Siirt and the construction of suitable buildings for the newly opened Bitlis and Muşhigh schools.
dc.description.abstractOsmanlı’nın Doğu Anadolu’daki önemli vilayetlerinden biri olan Bitlis’te yapılan modern eğitim çalışmaları, kapsamlı olarak Sultan II. Abdülhamid Dönemi’nde başlamıştır. Bu dönemde, Doğu Vilayetlerinde uygulamaya konulan “Anadolu Islahatı Projesi” çerçevesinde, Bitlis Vilayeti’nde de ibtidai ve rüşdiye mektebleri gibi modern eğitim kurumlarının açılması ve yayılması mümkün olmuştur. II. Abdülhamid’in bölgede başlattığı bu eğitim reformu, II. Meşrutiyet Dönemi’nin ilk yıllarında da sürdürülmek istenmiştir. İsmail Hakkı Bey’in II. Meşrutiyet Dönemi başlarında Bitlis Vilayeti’ne vali vekili olarak atanmasıyla, bizzat kendisi tarafından vilayetin o günkü eğitim durumu ile ilgili kapsamlı bir rapor hazırlanmıştır. Raporda; bir taraftan temel eğitimin bir millet için ne kadar önemli olduğu vurgulanırken, diğer taraftan da Bitlis Vilayeti’nde mevcut olan okulların fiziki durumu, eğitim yapısı ve öğretmen mevcudu ayrıntılı olarak açıklanmıştır. Ayrıca, vilayet dâhilinde en çok ihtiyaç duyulan ibtidai mekteblerinin nerelerde açılacağı belirtilerek, söz konusu mekteblerin masraflarının karşılanması hususunda Maarif Nezareti’nden destek istenmiştir. Bunlara ilaveten, Siirt’e bir idadi mektebi açılması, yeni açılmış olan Bitlis ve Muş idadileri için de birer uygun bina inşa edilmesi talep edilmiştir.
