Özet
Zaman içinde toplum yapılarındaki gelişme ve değişmeler, kentlerde sosyal
alanlara duyulan gereksinimi de arttırmıştır. Dünya devletlerinin son yıllarda
üzerinde önemle durduğu “sürdürülebilir toplumsal gelişme” kavramı, bu
gereksinimle birlikte daha da önem kazanmıştır. Dolayısıyla, uygulanabilecek
yöntem, sürdürülebilir kentsel dönüşüm yaklaşımları olmuştur. Kentsel
dönüşüm, yeniden yapılandırma ve geliştirme konuları 1960’lardan itibaren
önem kazanmaya başlamıştır. Bu yaklaşımlar kentsel habitatlarda, olumlu
sonuçlar elde edilmesini sağlarken beraberinde bazı olumsuzlukları da
getirmiştir. Dolayısıyla konunun ele alınmasında hem pozitif hem de negatif
yönler, bir arada değerlendirilmelidir.
Çalışmada Diyarbakır’da bulunan Ofis Camii Sokağı’nda yapılmış olan kentsel
dönüşüm projesi değerlendirilmiştir. Çalışmaya başlarken dünyada ve
Türkiye’de yapılmış olan kentsel dönüşüm projeleri incelenmiştir.
Değerlendirmede veriler; yapı kitleleri, kullanıcılar ve kamusal alan olarak üç
grupta irdelenmiştir. Öncelikle yapı kitlelerindeki fonksiyonel değişmeler
tablolar ile ifade edilmiştir. Daha sonra kullanıcılar gruplandırılarak,
dönüşümün yaşandığı sokaktaki kullanım memnuniyetleri belirlenmeye
çalışılmıştır. Bu amaçla kullanıcı gruplarının özelliklerine uygun olarak
anketler yapılmış ve değerlendirilmiştir. Daha sonra ise uygulanmış olan
dönüşüm projesinin, kamusal alanda yapmış olduğu olumlu ve olumsuz
sonuçlar ele alınmıştır. Elde edilen veriler ve gözlemler sonucunda, kentsel
kamusal alanlarda dönüşümün nedenlerinin neler olması gerektiği belirlenmiş
ve sürdürülebilir kentsel dönüşüm projeleri için izlemesi gerekli yol
belirlenmiştir.
During the time, the differences and the developments in the structure of societies increased the necessities to public spaces. The “sustainable social development” which has been on the agenda of nations for the last years, gets more importance by this necessity. Consequently, the applicable method is, “sustainable urban transformation”. Urban transformation, urban renewal projects and urban development topics have got importance since 1960’s. These applications have got the results of both positive and negative processes in urban habitations. So the determinations of the subject must be examined both positive and negative solutions. The urban transformation project of Ofis Mosque Street n Diyarbakır has been chosen for the case study. At first, in the beginning period of the study, many urban transformation projects in the world and in Turkey were examined. The data were discussed into three groups. These are buildings, users and public spaces. During the study functional transformations of buildings were determined with tables. These were given in the appendix of the article. Then, the users were grouped belong to the usage quality of the street and their satisfaction about this street were examined. For examining the users’ satisfaction the appropriate questioners were applied to the users. Then the applied urban transformation project’s positive and negative effects on the public areas were examined. The necessity reasons of urban transformations in urban public areas were determined by these data and observations. As the result of the study, it was defined the steps of sustainable urban transformation projects.
