Abdulhamid II’s Eastern Provinces (Six Provinces) Education Policy

| dc.description.abstract | One of the areas where Sultan Abdulhamid II first started intensive work in the Eastern region since the 1890s, especially in line with the reports and recommendations of primarily with Marshal Mehmed Zeki Pasha, then with Ahmed Şakir Pasha, the General Inspector of Anatolia, was education. The most important reason for this is the identification of the high rates of school enrolment of non-Muslims than that of Muslims in the region as a result of the investigations. Therefore, the district organizations were reformed by giving priority to basic education and it was decided that modern schools would be opened in the centres of districts which were composed of several villages. Hence, modern basic education was extended to villages. In addition to the lack of basic educational institutions in the region, it was understood that there was not any high school in Van and Bitlis provinces at these days. Furthermore, even junior high schools could not be opened in many counties and districts of the Eastern provinces. Therefore, while increasing the number of primary schools in the region, on the other hand, efforts were made to open high schools and junior high schools which provide secondary education. In Abdülhamid II period, vocational schools were one of the most important educational institutions in the Eastern provinces as in the other regions of the Ottoman Empire. In this context, some serious efforts were made for the opening of industrial and agricultural schools in provincial centres. Although there was no complete success in the opening of agricultural schools, the opening of industrial schools was achieved by means of cooperation in almost all provinces. | |
| dc.description.abstract | Sultan II. Abdülhamid’in, ilk olarak 1890’larda Müşir Mehmed Zeki Paşa ve sonrasında ise 1895’ten itibaren özellikle Anadolu Vilayatı Umum Müfettişi Ahmed Şakir Paşa’nın raporları ve önerileri doğrultusunda, ağırlıklı olarak Doğu vilayetlerinde yoğun çalışma başlattığı alanlardan biri de eğitimdir. Bunun en önemli nedeni, bölgede yapılan incelemeler sonucunda, gayrimüslimlerin okullaşma oranının Müslümanlara göre daha ileri durumda olduğunun tespit edilmesidir. Bunun üzerine, öncelikle temel eğitime önem verilerek vilayetlerin nahiye teşkilatlarında düzenlemeye gidilmiş ve birkaç köyden oluşan yeni nahiyelerin merkezlerinde birer modern ibtidai mektebi açılması kararlaştırılmıştır. Böylece modern temel eğitimin köylere kadar yayılması hedeflenmiştir. Bölgede genel olarak görülen temel eğitim kurumları eksikliğinin yanı sıra, bu tarihlerde Van ve Bitlis vilayetlerinde idadi mektebinin de olmadığı; hatta Doğu vilayetlerinin birçok liva ve kazasında henüz rüşdiye mektebinin bile açılamadığı anlaşılmıştır. Bu nedenle, bir yandan bölgedeki ibtidai mekteblerinin sayısı arttırılırken, diğer taraftan da ortaöğretim düzeyinde eğitim veren idadi ve rüşdiye okullarının açılması için çaba sarf edilmiştir. II. Abdülhamid Dönemi’nde, Osmanlı’nın diğer bölgelerinde olduğu gibi, Doğu vilayetlerinde de en çok önem verilen eğitim alanlarından biri de meslek okullarıdır. Bu kapsamda vilayet merkezlerinde sanayi ve ziraat mekteblerinin açılması için de ciddi bir gayret gösterilmiştir. Her ne kadar ziraat mekteblerinin açılmasında tam olarak muvaffak olunamasa da, vilayetlerin hemen hemen tamamında yardımlaşma yoluyla birer sanayi mektebinin açılması başarılmıştır. | |
