Öğe ANALYZING HEALTH SERVICE EFFICIENCY IN TURKISH CITIES VIA THE DEA SUPER EFFICIENCY MODEL(Haşim ÇAPAR, 2024) Doğan, HamzaThis study examines the efficiency of healthcare in Turkish cities, employing a framework that incorporates selected input and output variables. The input variables include the number of hospitals, the number of family medicine units, the number of emergency stations, the number of emergency ambulances, the number of beds, the number of specialists, the number of general practitioners, the number of dentists, the number of pharmacists, the number of nurses, the number of midwives, and the number of other health personnel. The output variables include the number of primary care visits, the number of secondary and tertiary care visits, the number of dental visits, the number of inpatients, the number of days of hospitalization, the number of surgeries, the bed occupancy rate, and the crude mortality rate. The variables were then subjected to a comparison with the input-oriented CCR super efficiency model of data envelopment analysis (DEA), utilizing the most recent data. Consequently, approximately 83% of the cities in Turkey were identified as efficient, while 17% were deemed inefficient. While 77% of the metropolitan cities were found to be efficient, 23% were found to be inefficient. Five cities in the Black Sea region are among the most inefficient cities. The study identified both efficient and inefficient cities and presented potential avenues for improvement for the latter.Öğe Evaluation of Efficiency in Turkish Tax Audit System after Structural Reform via Window Analysis(2024) Doğan, HamzaThis study evaluates the efficiency of the tax audit system in Türkiye after the structural reform using window analysis. The efficiency level of the system from 2011 to 2022 is calculated with input variables (number of audit staff and active taxpayers) and output variables (number of taxpayers audited and collection/accrual ratio). The results show that the system was efficient in 2011-2015 but declined in 2016-2022. Despite more audit personnel, the collection/accrual ratio did not improve. For example, hotels may change the guest booking experience by implementing this revolutionary technology, which allows customers to take virtual tours of hotel rooms before booking them. In this regard, the study aims to solve the problem of determining the best digital transformation strategy by examining different characteristics of metaverse applications in Turkish corporate travel and hotel companies. The interval-valued q-rung orthopair fuzzy methodology was used to solve the problem in the study. The study's findings include important implications for the literature, businesses, and the tourism industry about metaverse and real-world problems. Furthermore, the implementation scenarios and directions of digital transformation strategies for the metaverse are discussed. Businesses can use the study's proposed model to develop new business models based on metaverse advancements. According to the findings, the virtual tour route for the Metaverse application is the most important criterion. As a result, practitioners in the tourism sector must understand the significance of the virtual tour route in achieving successful digital transformation outcomes. The study's findings reveal that developing a high-level business model rather than traditional business models is the ideal strategy for digital transformation in the tourism industry. It also provides an overview of digital transformation strategy achievements in different areas of the travel and hotel businesses by evaluating the current status of metaverse applications and reporting on the potential problems in building and maintaining these applications. The study is a pioneer in giving a comprehensive perspective on metaverse application solutions, development, management, and digital transformation strategies in corporate hotel and travel businesses.Öğe Measuring the efficiency of Turkish research universities via two-stage network dea with shared inputs model(Czech University of Life Sciences Prague, 2023) Doğan, HamzaThe efficiency of universities, which have a network structure of production process, is an essential component of performance measurement in education. However, most previous studies use traditional Data Envelopment Analysis (DEA), which disregards the network structure of the production process in universities. This study adopts a two-stage Network Data Envelopment Analysis (NDEA) with shared inputs model to assess the overall, teaching and research efficiencies of Turkish research universities. The findings show that only 6 out of 23 research universities are efficient, and some universities with lower world rankings are more efficient than those with higher rankings. On the other hand, no significant difference was found between the efficiency levels of regions with a high level of socio-economic development and regions with a relatively low level of socio-economic development. The study also evaluates the effects of different priority scenarios on efficiency and the optimal allocation of shared inputs between sub-processes. This study provides guidance for universities seeking to improve their performance and for the Council of Higher Education (CHE) in determining incentives for research universities. It also promotes the use of multi-stage NDEA with shared inputs model over traditional DEA for accurate efficiency assessment in the field of education.Öğe Spor işletmeciliği yönetiminde sayısal karar yöntemleri ve uygulamaları(Dicle Üniversitesi İktisadi ve İdari Bilimler Fakültesi, 2021) Doğan, HamzaBu çalışmada spor işletmeciliği yönetiminde karşılaşılan ve spor alanına özgü karar problemleri sınıflandırılmıştır. Bu problemler, spor takımı kurma problemi, oyuncu transferi (seçimi) problemi, sporda atama/çizelgeleme problemi, k-kardinalite atama problemi, takım ve oyuncu performansı değerleme problemi ve spor tesislerinde kuyruk (bekleme) problemi olarak belirlenmiştir. Daha sonra bu problemlerin modellenmesi ve çözümünde başvurulan sayısal (nicel) karar yöntemleri açıklanmıştır. Spor ve fitness merkezlerine olan talebin artması ve hakkında sınırlı sayıda bilimsel çalışmalar yapılmış olması nedeniyle spor tesislerinde karşılaşılan kuyruk (bekleme) probleminin önemi üzerinde durulmuştur. Son olarak bu konuda spor yöneticileri ile araştırmacılara öneriler sunulmuştur.
