The fact that COVID-19 has been a global pandemic, without a doubt, caused its social and economic outcomes to also be experienced on a global scale. The fact that the pandemic has been threatening public health, as well as economic systems and functions, has made it difficult to fight it, making it a requirement to adopt public policies. Public policies and policy tools determined by the public have been the main driver of the response against the pandemic in almost every country. The success of measures adopted to combat the pandemic has been an area widely discussed recently. Similar measures in many countries have differed significantly. While some countries have been able to prevent deepening the crisis by managing the pandemic successfully, others have not been able to succeed despite adopting the same public policies, deepening the crisis.
