Bir Osmanlı donanma sanatı: Son Usûl Fenn-i Harb-i Bahrî üzerine inceleme

On dokuzuncu yüzyılda Osmanlı tersaneleri Batı teknolojisinden yararlanarak modern görünüme sahip olur. Bu anlayışdoğrultusunda yeni donanma sistemini konu alan birçok eser kaleme alınır. Bu çalışmalar arasında MiralayMehmed Rasim tarafından 1894 yılında yazılan “Son Usûl Fenn-i Harb-i Bahrî” adlı eserbirçokyönüyle dikkat çeker. İstanbul Üniversitesi Nâdir Eserler Kütüphanesi Türkçe Yazmalar Bölümü‟nde NEKTY 04190 demirbaş numarasıyla kayıtlı olan eser rik„a hattıyla yazılmıştır. 79 varak ve 16 satırdan ibaret olaneserin son 14 sayfasında deniz harbi ile ilgili şekiller mevcuttur. Son Usûl Fenn-i Harb-i Bahrî, 8 bölümdenve her bölümü ihtiva eden 41 alt başlıktan oluşmuştur. Birinci bölümde teknolojik deniz harbinin genel tanımları; ikinci bölümde savaş gemisinin ehemmiyeti,üçüncü bölümdesavaş gemilerive bu gemilerde bulunması gereken üç çeşit cetvel türü, dördüncü bölümdesilahların kullanılma şekli, beşinci bölümdeharp gemilerinin özellikleri, altıncı bölümdedonanma eğitimi, yedinci bölümdeaçık denizde donanma muharebesi ve son olarak sekizinci bölümde hücum ve müdafaa için donanma başlıkları yer almaktadır. Genel olarak Osmanlı Deniz Kuvvetleri‟nin teşekkülü, Osmanlı donanmasının durumu, deniz kuvvetlerinin harp manevraları, savaş sırasında donanmanın yapması gerekenler, silah ve teçhizat bakımından Türk donanmasının düşman kuvvetler ile olan mukayesesi, firkateyn ve savaş gemilerinde topların bakımı ve çalıştırılmasından sorumlu olan topçu bahriyelerin vazifeleri eserde belirtilmektedir.
