Özet
Osmanlı Devleti’nde sivil toplum örgüt benzeri unsurlar vardır. Osmanlı Devleti’nde bu unsurlar Batı’daki özel mülkiyet ve serbest piyasa olmadığı için devleti sınırlandıran ve sivil toplumun temel unsuru olan aristokrasi ve burjuvazi gibi sınıflar ortaya çıkmamıştır. Osmanlı Devleti’nden miras alınan kutsal devlet düşüncesi etkisini günümüze kadar sürdürmüştür. Osmanlı modernleşmesiyle başlayan ve Tek Parti döneminde devam eden devletin toplumu üstten biçimlendirmesi sivil toplum unsurlarının sönükleşmesine neden olmuştur. 1980’lerde iç ve dış gelişmelerin etkisiyle ve tüm toplum kesimlerinin demokrasi talebiyle birlikte sivil toplum örgütleri gelişmeye başlamıştır. Öte yandan demokratikleşme sürecinde bu unsurların zaman zaman demokrasi yerine anti demokratik oluşumlara destek verdiği ve devlet yanlısı bir tutum sergilediği görülmektedir. Türkiye’de sivil toplum örgütlerinin demokratikleşme açısından yeterince gelişmedikleri söylenebilir.
There were some component similar to civil society organization In Ottoman State. Because of absence of private ownership and open market in Ottoman State social classes like aristocracy and bourgeoisie which were basic classses of society and can limit state, were not emerged. Holy state thought that was inherited from Ottoman State had continued up to day. Formation of society by state that was started from Ottoman modernization and it continued in single party regime caused inactivation of civil society organizations. Civil society organizations started to develop by inside and outside effects and democracy demands of all society at 1980’s. At the same time in the process of democratization sometimes this components support anti democratic formation and show state oriented behavior. Ġt is said that in point of democratization civil society organizations do not improved sufficiently in Turkey.
