Özet
Sivil toplum kavramı, eski Yunan’daki ilk kullanımı ve daha sonra 18. yüzyılda gündeme gelişi ve günümüzde tekrar popüler olması sırasında önemli değişim ve dönüşümler geçirmiştir. Sivil toplum kavramı, Eski Yunan’dan 18. yüzyıla kadar devletle özdeş kullanılmaktaydı. Avrupa’da 18. yüzyıldan sonra Aydınlanma felsefesi ve burjuvazinin doğuşuyla birlikte sivil toplum, liberal düşüncede olduğu gibi birey ve toplulukların hak ve özgürlüklerinin bir alanı olarak devletten ayrışmaya başlamıştır. Fakat sivil toplum-devlet ayrışması tam olarak totaliter düşünce tarafından gerçekleştirilmiştir. Bu gelenekte, sivil toplum, totaliter düşünce önünde bir engel olarak görüldüğünden, sivil toplumun ele geçirilmesi ve kontrol altına alınması üzerine yoğunlaşılmıştır. Günümüzde ise sivil toplum kavramı, daha fazla özgürlük ve demokrasi taleplerinin bir aracı olarak gündeme gelmektedir.
The concept of civil society has passed important alterations and transformations during ancient Greek where it is mentioned firstly, then in the 18. century and today. The concept of civil society had used identical with state from Ancient Greek to 18. century. After 18. century with the effect of Enlightenment and emerge of bourgeoisie civil society, had become a field of individuals and groups’rigths and freedoms and so it started to separate in the direction of liberal thought in Europe. But separation of civil society and state had realized exactly by the totalitarian thought. In this tradition, civil society had to be seen as an obstacle to totalitarian thought so it had concentrated to capture and control civil society. Today, the concept of civil society has become a current issue as a tool for claim of more freedom and democracy.
