Bitlis vilayeti'nde yaşanan kıtlık hadiseleri (1887-1894)

İnsanoğlu tarihin her döneminde afet olarak kabul edilen muhtelifhadiselerle karşılaşmıştır. Bunlar, belirli bir dönemde hayatın akışınazarar verebilen ve maddi-manevi olarak yaşantıyı etkileyebilenvakalardır. Söz konusu vakalardan biri olan kıtlık hadiselerine, her türlümücadele ve örgütlenme çabasına rağmen, insanoğlu sıklıkla maruzkalmıştır. Osmanlı Devleti ise farklı iklimleri ve arazi şartlarınıbünyesinde barındırmasına rağmen kıtlık hadiselerinden uzakkalamamıştır. Yapılan araştırma neticesinde 1887-1894 tarihleriarasında Bitlis Vilayeti’nde etkili kıtlıkların meydana geldiği tespitedilmiştir. Kıtlık dönemlerinde çok ciddi mağduriyetler yaşanmış,Osmanlı Hükümeti ve Bitlis Vilayeti’nin idarecileri zor durumdakalmıştır. Söz konusu dönemde Bitlis Vilayeti’nde görülen kıtlıklarınekonomik ve asayiş sorunlarını beraberinde getirdiği anlaşılmıştır.Bununla birlikte Bitlis ahalisi kıtlık süresince sarsıntılarla yaşamakzorunda kalmıştır. Bütün olumsuzluklara rağmen devletin uygulamışolduğu yardım ve çözüm politikası takdire şayandır. Ayrıca Bitlisahalisinin sosyal dayanışması kıtlık dönemlerinde üst noktalaraçıkmıştır. Bu çalışmada; 1887-1894 tarihleri arasında Bitlis Vilayeti’ndeyaşanan kıtlık hadiselerinin neden kaynaklandığı, hangi boyuta ulaştığı,devletin kıtlık hadiselerine karşı hangi tedbirleri aldığı ve kıtlığın hangisonuçları meydana getirdiği sorularına cevap aranmıştır. Çalışmada;Osmanlı Devleti’nin o dönem içerisinde tutmuş olduğu ve bugün OsmanlıArşivlerinde bulunan belgeler ile muhtelif gazetelerden yararlanılmıştır.Bunların yanı sıra söz konusu dönemde ve sonraki dönemlerde kalemealınmış eserlere de başvurulmuştur.

Mankind has encountered various events that are accepted as disasters in every period of history. These are the occasions that can harm the flow of life and affect the material and spiritual life in certain periods. Despite all sorts of struggle, mankind often exposed to famine incidents which are one of the causes mentioned. Despite its different climates and terrain conditions, the Ottoman State could not stay away from famine incidents. As a result of the research conducted, it was determined that effective famine incidents occurred in Bitlis Province between 1887 and 1894. During the famine incidents many confusions were experienced and the administrators of the Ottoman Government and the Bitlis Province stayed in a difficult situation. It is understood that the famine incidents in the Bitlis Province caused economic and security problems. However, the people of Bitlis had experienced traumatic periods during the famine. In spite of all the negativities, the aid and solution policy implemented by the state has been admirable. In addition, the solidarity of Bitlis people elevated during scarcity incidents. In this study; answers were sought to the questions the origin of the scarcity incidents in Bitlis Province, to what extent, which measures the state took against scarcity incidents and what consequences incident brought, between 1887 and 1894. In our study; the documents was kept by the Ottoman Empire and various newspapers during that period were used. In addition to these sources, the works of the period and of the following periods were also examined.
