Türkiye'de koruma yasalarının tarihsel gelişimi üzerine bir inceleme

Abstract

Öz:Günümüzde uluslar arası platformlarda tarihsel çevre koruması tek anıt korumasından başlayarak çağdaş işlevlerle bütünleşerek korumayı amaçlayan bir anlayışa ulaşmıştır. Türkiye’de koruma olayı, gelişmiş ülkelerdeki koruma gelişimini daima geriden takip etmiş; mimari ve kentsel kültür mirasının korunması amacıyla kamu müdahalesini düzenleyen, yönlendiren önemli yasal mevzuatı oluşturmaya çalışmış ve sonuçta da ülke bütününde, bölge, kent ölçeğinde yetki dağılımını sağlayıcı tedbirler alınması aşamasına gelmiştir. Türkiye’deki politik ve ekonomik değişim dönemleri incelendiğinde çıkarılan temel yasaların bu dönemlerle çakıştığı, son yıllarda ise artık Avrupa’da uygulanan çağdaş koruma düzeyine ulaşmaya başladığı görülmektedir.

Abstract:Historical environment conservation has begun with one monument and has reached at an understanding that is aimed to conservation unified with contemporary functions in international platforms. Conservation studies in Turkey, has followed perpetually the conservation development in developed countries from behind and has strived to form important constitutional object which controls and orients the public intervention for the purpose of conservation of architectural and urban heritage and consequently it has become to the stage that takes steps for providing authorizing distribution in country, region and urban scale. When the political and economical alternation is examined the principal laws conflict with this period, from now on; it is seen that conservation has reached to contemporary conservation level that is applied in Europe.
